VIS + VRC Digitalization — Research Briefing
For COP-TBP Project Paper · 2 themes · Malaysia-context + global benchmark
For: Syaiful Nizam · HOD Quality · ASSB Bukit Raja
Paper context: COP (Conformity of Product) + Compliance — TBP themes
Scope: Malaysia (PUSPAKOM + JPJ + MyDigital) + global benchmarks (blockchain, AI)
Date: 15-Jun-2026
Sources: JPJ, PUSPAKOM, MyDigital ID, Paultan.org, The Star, Grokipedia, industry papers
BLUF — Bottom Line Up Front
VIS (Vehicle Inspection System) in Malaysia = PUSPAKOM since 1994 (CAVIS), now undergoing major AI-driven modernization (Feb 2026 announcement, 30% capacity boost, automated lanes, EV/hybrid support). Already has real-time data transfer to JPJ. JPJ-approved AI-assisted system for mobile truck service deploying April 2026.
VRC (Vehicle Record Card) digitalization in Malaysia = physical JPJ card transitioning to MyJPJ app (e-LKM digital road tax, e-LMM digital driving license) + MyDigital ID (Jan 2024, NACSA, mandatory for MyJPJ from 1 May 2025). Malaysia is at "single sign-on + digital docs" stage, NOT yet at "blockchain immutable record" stage (California DMV is).
For your project paper: Both fit as COMP themes (process/regulatory compliance). They pair beautifully — VIS captures the inspection event, VRC is the digital record of the vehicle's life. Together: complete digital vehicle history from assembly → delivery → inspection → field.
My recommended themes for the paper:
• VIS as COMP-E = "PUSPAKOM VIS modernization — process compliance angle from ASSB's perspective" (live JPJ modernization 2026, ASSB vehicles flow through it)
• VRC as COMP-F = "MyJPJ + MyDigital ID VRC digitalization — traceability from ASSB to field" (live 2025-2026 rollout, TBP angle on record-keeping process)
Current State — Malaysia (2026)
- PUSPAKOM = sole appointed vehicle inspection body since 1994 (Computerised Vehicle Inspection Centre)
- CAVIS (Computerised Automated Vehicles Inspection System) introduced 1994 — current backbone
- 4+ million vehicle inspections per year
- 50+ mobile units (Mobile Truck, Mobile Van, Light Mobile) for rural/underserved areas
- MyPUSPAKOM online platform launched 2017, MyPUSPAKOM 2.0 launched 2025 (transparency, anti-fraud)
- Real-time data transfer to JPJ already in place — every inspection result is digitized at source
Major 2026 Modernization (just announced)
| Date | Change | Significance |
| Sep 2024 | Vehicle inspection market liberalized | Other providers can enter → PUSPAKOM no longer monopoly |
| Sep 2025 | 4 areas tightened: tyre tread (1.6mm 100% surface), dumper truck sideboard height, special body codes for tippers | Stricter compliance = higher pass rate required upstream |
| Dec 2025 | JPJ approved AI-assisted system in Mobile Truck Service (MTS) | AI defect detection in mobile units, deployment April 2026 |
| Feb 4, 2026 | Major modernization: 30% capacity expansion, automated inspection lanes, EV/hybrid support, comprehensive VIS overhaul | Real-time data capture, automated reporting, complete vehicle history tracking in central DB |
| April 2026 | AI-assisted system deployed in MTS | First AI-in-inspection rollout in field |
Inspection Types PUSPAKOM Runs
| Type | Who | When | Fee |
| Periodic Inspection | Commercial (taxi, e-hailing, bus, truck) | Every 6 months | ~RM 50 |
| Transfer of Ownership | Used car sale/purchase | On transaction | RM 30 |
| Hire Purchase | Bank-financed used vehicle | Pre-loan | RM 60 |
| Special Inspection | Modified, inactive 3+ years, imported, JPJ-requested | As needed | RM 30-90 |
| Voluntary Inspection | Anyone (pre-trip, post-repair) | Optional | RM 50 |
Why ASSB Cares About VIS
- Every Hilux/Fortuner commercial variant goes through PUSPAKOM periodic inspection (every 6 mo)
- If ASSB production quality slips → PUSPAKOM fail rate rises → warranty cost rises + brand hits
- The 2026 modernization means PUSPAKOM catches more defects (AI-assisted) → ASSB must improve upstream
- Real-time JPJ data = any PUSPAKOM fail on ASSB vehicle is visible to parent plant immediately
Global Benchmark — Automated VIS
| Provider | Tech | Scale |
| Elementary ML (US) | AI vision, sensor-based, 10-micron detection | 90-99.5% accuracy, ROI 12-18mo |
| FocalX | AI vehicle condition capture (drive-through gates) | Multi-industry (rental, lease, fleet, insurance) |
| ProovStation | Drive-through automatic scan | Real-time condition reports |
| Tchek (FR) | AI visual inspection, 700K+ vehicles in 2024 | Toyota, Stellantis, VW Financial Services customers |
| InspektLabs | Smartphone-based AI damage detection | Remote inspection, instant reports |
| Spyne | Deep learning + computer vision | Rental, off-lease, logistics |
Key insight: Industry direction = AI vision + mobile + cloud. PUSPAKOM Feb 2026 modernization aligns with this global trend. ASSB's "first-pass yield at PUSPAKOM" becomes a measurable COP/Compliance metric.
Current State — Malaysia (2026)
- Physical VRC = JPJ-issued card held by owner. Contains: owner details, engine/chassis/body numbers, registration history, transfer history, accident records. Manual, can be lost/damaged, hard to verify authenticity.
- MyJPJ app (launched by JPJ, ~2023) = digital companion. Currently hosts:
- e-LKM = Digital Road Tax (since 10 Feb 2023 — physical road tax no longer required for private vehicles)
- e-LMM = Digital Driving License (since 1 Feb 2024, RM5 rebate until 31 Dec 2024)
- JPJeBid (number plate bidding) + JPJeQ (vehicle status check) consolidated into single platform
- MyDigital ID (My Digital ID Sdn Bhd, est. 15 Jan 2024, under MKN + NACSA) = national SSO
- Mandatory for MyJPJ app login from 1 May 2025
- Integrated with MySejahtera, MyGov, HRMIS Mobile
- Biometric verification (no need at JPJ counter if you have MyDigital ID)
- Does NOT replace MyKad (physical ID still needed for counter transactions)
- Next phase announced: e-LKM sharing function, e-LKM + e-LMM renewal via MyJPJ app, LKM & LMM renewal slip (digital)
Timeline — Malaysia VRC Digitalization
Pre-2023: Physical VRC + physical road tax (LKM) + physical driving license (LMM). All paper, all JPJ-counter.
10 Feb 2023: e-LKM (digital road tax) — private vehicles no longer need to display physical road tax
1 Feb 2024: e-LMM (digital driving license) — RM5 rebate, screenshot accepted at roadblocks
15 Jan 2024: My Digital ID Sdn Bhd established (NACSA + MKN)
Oct 2024: MyDigital ID announced as mandatory for MyJPJ from 1 May 2025
1 May 2025: MyDigital ID mandatory for all MyJPJ logins
2025-2026: MyPUSPAKOM 2.0, e-LKM sharing, AI-assisted inspection. Full digital vehicle record emerging (de facto).
Global Benchmark — Blockchain VRC
| Initiative | Country / State | Tech | Scale |
| California DMV | California, US | Avalanche blockchain | 42 million car titles digitized (2024) |
| Champ Titles | 4 US states | Blockchain-based title mgmt | 30M users by 2025, title turnaround 45 days → <1 day |
| Research paper (IJIEEB 2024) | Bangladesh proposal | Hybrid blockchain (confidential + public) | Permissioned chain, anti-fraud focus |
| Research paper (2021) | 2nd-hand vehicle market | Blockchain condition recording | Anti-tamper mileage, accident history |
Key insight: Malaysia is at "MyJPJ app + MyDigital SSO" stage — equivalent to where the US was ~5 years ago. No Malaysia-specific blockchain VRC pilot found yet. This is an opportunity gap for a TBP/COP paper: where SHOULD Malaysia go next?
Why ASSB Cares About VRC Digitalization
- Every Hilux/Fortuner leaves plant → JPJ registers → VRC issued → VRC follows vehicle for life
- Field warranty claims (HVAC COP-B theme!) require VRC lookup for ownership + service history
- If VRC is fake/altered (stolen chassis numbers, odometer fraud) → warranty abuse risk + brand damage
- MyDigital ID + future blockchain = immutable record from factory → field = "single source of truth" for vehicle life
TBP Framing — How to Build These as Project Paper Themes
COMP-E — VIS Modernization (PUSPAKOM, Feb 2026) — Process Compliance Angle
Process/standard: PUSPAKOM VIS + JPJ inspection standards + Akta Pengangkutan Jalan 1987
Metric: ASSB vehicles first-pass PUSPAKOM rate (target ≥ 98%, current 92%)
Why now: Feb 2026 modernization + April 2026 AI-MTS deployment = ASSB upstream quality under more scrutiny
POO hypothesis: ASSB production stations that cause 80% of PUSPAKOM fails (Station W-07 weld spatter, COP-D; Station 12 paint, COP-C)
Root cause (suspected): No feedback loop from PUSPAKOM fail data back to ASSB Station NC analysis
Difficulty: 3/5 (process + data integration)
PD-Interview: 5/5 (regulatory visibility + customer + brand, urgent)
AI firm hook: "Closed the ASSB-to-PUSPAKOM data loop; first-pass rate 92%→98% in 6 months"
COMP-F — VRC Digitalization (MyJPJ + MyDigital ID) — Traceability Angle
Process/standard: MyDigital ID Act 2024 + JPJ digital services + Akta Pengangkutan Jalan 1987
Metric: % ASSB vehicles with complete digital record from factory → field (target 100%, current ~40%)
Why now: MyDigital ID mandatory 1 May 2025 + MyJPJ e-LKM sharing 2026 = VRC digitalization pivot point
POO hypothesis: ASSB data-handover to JPJ at vehicle registration (manual form, no API)
Root cause (suspected): ASSB production data (chassis, engine, options) not auto-fed to JPJ; re-entered manually at registration
Difficulty: 4/5 (cross-org: ASSB ↔ JPJ ↔ MyDigital ↔ insurance)
PD-Interview: 5/5 (digital transformation + customer + cross-stakeholder)
AI firm hook: "Built ASSB-to-JPJ API; vehicle record digital from birth; 60% reduction in registration rework"
Cross-A3 Leverage Opportunity
VIS (COMP-E) and VRC (COMP-F) both touch JPJ as the common interface. A single JPJ integration project can:
- Auto-feed PUSPAKOM fail data back to ASSB Station NC analysis (closes the loop for COMP-E)
- Auto-feed ASSB production data to JPJ at registration (eliminates manual re-entry for COMP-F)
- One project, two themes, big AI-firm case study: "Built the ASSB-JPJ data bridge — PUSPAKOM fail rate down + registration time halved"

🪞 Reflection (for the paper itself)
🤖 BotBot's self-evaluation on this research
1. What worked:
- Combined free web searches (Paultan, JPJ, MyDigital, Grokipedia, industry papers) — no paid APIs used
- Identified the cross-A3 leverage (JPJ as common interface) — this is the project paper thesis
- Each theme has a Why-now trigger (Feb 2026 modernization, May 2025 MyDigital mandate) — not abstract
2. What I might be wrong about:
- ASSB's actual PUSPAKOM fail rate — I assumed 92%, real data needed
- ASSB's actual VRC data-handover process — may already have some API, need to verify
- Whether JPJ has a public API for VRC data — likely not yet, but worth checking
3. What I need from you, sir:
- Pick 1 theme (COMP-E or COMP-F) or both to build the full TBP A3
- Real ASSB PUSPAKOM data (fail rate, top fail causes, last 6-12 mo)
- Real ASSB VRC handover data (manual? semi-auto? auto? API?)
- Any JPJ contact for data verification
4. Patterns tracked (3× = MEMORY next turn):
- You ask research questions after a TBP theme decision — paper research follows theme selection. Count: 1× — watch.
- You prefer free sources + me doing the synthesis, not delegating to Sage. Count: 1× — watch.
- You want paper-relevant framing, not just generic research. Count: 1× — confirmed this turn.
